Malaysia, the world’s second-largest palm oil producer, has been under immense pressure to make its palm oil industry more sustainable. The industry has been linked to deforestation, causing the loss of habitat for orangutans.

Orangutan diplomacy and panda diplomacy are terms used to describe the practice of using animals, particularly endangered species, as symbols of goodwill and cooperation in international relations. These practices involve the loan or gift of these animals to foreign countries, often as part of diplomatic efforts to strengthen bilateral ties, foster goodwill, and promote conservation awareness.

What is Panda Diplomacy?

  • Panda diplomacy is a well-known practice by China where giant pandas are loaned to other countries as a symbol of friendship and diplomatic goodwill. This practice dates back to the Tang Dynasty (618–907 AD) but became particularly prominent in the 20th century.
  • Modern panda diplomacy began in the 1950s when China gifted pandas to allied nations. However, since the 1980s, pandas are typically loaned, not gifted, often with stringent conditions attached, including substantial financial payments that support panda conservation efforts.

Purpose and Impact:

  • Panda diplomacy is used to strengthen diplomatic relationships, signify goodwill, and promote cultural exchange. The presence of pandas in foreign zoos generates significant public interest and can symbolize a closer political or economic relationship between China and the host country.
  • The loan agreements often include clauses for panda conservation and research, promoting international cooperation in wildlife preservation.
  • Examples:
    • The first modern example of panda diplomacy was in 1972 when China sent two pandas, Ling-Ling and Hsing-Hsing, to the United States following President Nixon’s historic visit to China.
    • In recent years, China has loaned pandas to countries such as Scotland, France, and Malaysia, among others, as part of diplomatic gestures.

Orangutan Diplomacy:

  • What is Orangutan Diplomacy?
    • Orangutan diplomacy is a similar practice, primarily associated with Indonesia and Malaysia, the countries where orangutans are native. Like panda diplomacy, it involves the gifting or loaning of orangutans to other countries to symbolize goodwill and strengthen diplomatic ties.
    • Orangutans, being critically endangered and highly charismatic animals, are powerful symbols for conservation efforts, and their transfer to foreign countries can raise awareness about the need to protect these species and their habitats.
  • Purpose and Impact:
    • Orangutan diplomacy is used to enhance diplomatic relationships and promote Indonesia’s or Malaysia’s commitment to wildlife conservation. It also helps to draw international attention to the plight of orangutans and the conservation challenges they face, particularly from deforestation and habitat loss.
    • These diplomatic gestures can lead to increased international cooperation in conservation efforts, as well as financial support for habitat preservation.
  • Examples:
    • In 2017, Indonesia sent two baby orangutans to Saudi Arabia as a gift, symbolizing strong bilateral relations between the two countries.
    • Indonesia and Malaysia have used orangutan diplomacy to bolster ties with countries in Europe, Asia, and the Middle East.

Differences and Similarities:

  • Cultural and Diplomatic Significance:
    • Both practices use highly recognized and endangered species as tools for diplomatic outreach.
    • While panda diplomacy is closely tied to China’s global diplomatic strategies, orangutan diplomacy is more regional, primarily associated with Southeast Asia.
  • Conservation Focus:
    • Both practices emphasize the importance of wildlife conservation, but panda diplomacy is more structured with a focus on long-term loans and research partnerships, whereas orangutan diplomacy is often more symbolic.
  • Public Perception:
    • Pandas have a more global appeal, with high-profile loans attracting significant international media attention. Orangutans, while also beloved, are more regionally associated with Southeast Asia.

In both cases, these forms of animal diplomacy serve as soft power tools, allowing countries to engage in a form of diplomacy that goes beyond traditional political or economic discussions, leveraging the universal appeal of wildlife to foster better international relationships
