Prime Minister’s Dhan-Dhanya Agriculture Scheme (PMDKY) / प्रधानमंत्री धन-धन्य कृषि योजना (पीएमडीकेवाई)

The Prime Minister’s Dhan-Dhanya Agriculture Scheme (PMDKY) was announced by Finance Minister Nirmala Sitharaman on February 1, 2025, during the presentation of the Union Budget. This initiative aims to increase agricultural productivity in the underdeveloped districts across India. The program is inspired by the successful Aspirational District Program (ADP) launched in January 2018. PMDKY is set to focus on 100 districts identified based on specific agricultural parameters.

Objectives of PMDKY:

PMDKY has five key objectives:

1. Increase agricultural productivity.
2. Promote crop diversification and sustainable agricultural practices.
3. Improve post-harvest storage facilities at the panchayat and block levels.
4. Improve irrigation infrastructure.
5. Facilitate access to long-term and short-term loans for farmers.

Selection of Districts:

The selection of districts under PMDKY will be based on three criteria:

1. Low productivity.
2. Medium crop intensity.
3. Below-average loan metrics.

The Ministry of Agriculture and Farmers’ Welfare is currently gathering data to identify these districts. Crop intensity is defined as the ratio of gross cropped area to net sown area, indicating how efficiently land is utilized.

Impact on Farmers:

PMDKY is expected to benefit around 17 million farmers. While the budget did not allocate separate funds for this scheme, it will be financed through existing agricultural programs. Formal approval from the Union Cabinet is required before the program can commence.

Rural Prosperity and Resilience:

In addition to PMDKY, a multi-sectoral program will be launched with the goal of promoting rural prosperity and resilience. This initiative will address low employment in agriculture through skill development, investment, and technology. It aims to empower rural women, young farmers, and marginalized communities, providing them with self-sustaining economic opportunities.

Focus on Pulses and Vegetables:

The government is also launching a mission to ensure self-reliance in pulses, which aims to achieve self-sufficiency in edible oils. The mission will focus on expanding the area under cultivation and ensuring profitable prices for farmers. In addition, a comprehensive program will be initiated to meet the growing nutritional demand for vegetables and fruits.

Implementation Mechanism:

To ensure effective implementation, institutional mechanisms will be established, involving farmer producer organizations and cooperative societies. This collaborative approach is aimed at streamlining agricultural practices and improving productivity in the targeted districts.

प्रधानमंत्री धन-धन्य कृषि योजना (PMDKY) का ऐलान वित्त मंत्री निर्मला सीतारमण ने 1 फरवरी 2025 को केंद्रीय बजट के प्रस्तुतीकरण के दौरान किया। यह पहल भारत के पिछड़े जिलों में कृषि उत्पादकता बढ़ाने के लिए शुरू की गई है। यह योजना जनवरी 2018 में शुरू की गई ‘आकांक्षी जिला कार्यक्रम’ (ADP) से प्रेरित है। PMDKY का ध्यान 100 जिलों पर केंद्रित होगा, जिन्हें विशेष कृषि मानकों के आधार पर चुना जाएगा।

PMDKY के उद्देश्य:

PMDKY के 5 प्रमुख उद्देश्य हैं:

1. कृषि उत्पादकता बढ़ाना।
2. फसलों का विविधीकरण और सतत कृषि प्रथाओं को बढ़ावा देना।
3. पंचायत और ब्लॉक स्तर पर पोस्ट-हार्वेस्ट भंडारण सुविधाओं में सुधार करना।
4. सिंचाई ढांचे में सुधार करना।
5. किसानों के लिए दीर्घकालिक और शॉर्ट-टर्म ऋण तक पहुंच प्रदान करना।

जिलों का चयन:

PMDKY के तहत जिलों का चयन तीन मानदंडों पर आधारित होगा:

• कम उत्पादकता।
• मध्यम फसल घनत्व।
• ऋण वितरण में औसत से कम प्रदर्शन।

कृषि मंत्रालय वर्तमान में इन जिलों की पहचान करने के लिए डेटा जुटा रहा है। फसल घनत्व, कुल कृषि क्षेत्र और शुद्ध बुवाई क्षेत्र के अनुपात के रूप में परिभाषित किया गया है, जो भूमि उपयोग की दक्षता को दर्शाता है।

किसानों पर प्रभाव:

PMDKY से लगभग 17 मिलियन किसान लाभान्वित होने की संभावना है। हालांकि, बजट में इस योजना के लिए अलग से फंड आवंटित नहीं किया गया है, इसे मौजूदा कृषि कार्यक्रमों के माध्यम से वित्तपोषित किया जाएगा। योजना को लागू करने से पहले केंद्रीय मंत्रिमंडल से औपचारिक स्वीकृति की आवश्यकता होगी।

ग्रामीण समृद्धि और मजबूती:

PMDKY के अतिरिक्त एक बहु-क्षेत्रीय कार्यक्रम भी शुरू किया जाएगा जिसका उद्देश्य ग्रामीण समृद्धि और मजबूती को बढ़ावा देना है। इस पहल के तहत कृषि में रोजगार की कमी को दूर करने के लिए कौशल विकास, निवेश और प्रौद्योगिकी पर ध्यान केंद्रित किया जाएगा। यह योजना ग्रामीण महिलाओं, युवा किसानों और हाशिए पर रहने वाले समुदायों को आत्मनिर्भर आर्थिक अवसर प्रदान करने का लक्ष्य रखती है।

दालों और सब्जियों पर फोकस:

सरकार दालों में आत्मनिर्भरता सुनिश्चित करने के लिए एक मिशन भी शुरू कर रही है, जिसका उद्देश्य खाद्य तेलों में आत्मनिर्भरता प्राप्त करना है। इस मिशन का लक्ष्य बुवाई क्षेत्र का विस्तार करना और किसानों के लिए लाभकारी मूल्य सुनिश्चित करना है। इसके अतिरिक्त, सब्जियों और फलों की बढ़ती पोषण संबंधी मांग को पूरा करने के लिए एक व्यापक कार्यक्रम शुरू किया जाएगा।

कार्यान्वयन तंत्र:

कृषि उत्पादक संगठनों और सहकारी समितियों को शामिल करने के लिए संस्थागत तंत्र स्थापित किए जाएंगे, ताकि कृषि प्रथाओं को सुव्यवस्थित किया जा सके और लक्षित जिलों में उत्पादकता में सुधार हो सके।
