Challenges in Implementing the Swachhata Green Leaf Rating System for Hospitality Sector

Introduction:

  • The Swachhata Green Leaf Rating system, designed to enhance hygiene and sanitation standards in the hospitality sector, faces obstacles as states have yet to embrace it despite efforts by the Union Tourism Ministry.

Overview of Swachhata Green Leaf Rating:

  • The Swachhata Green Leaf Rating system, a government-led initiative, aims to elevate hygiene and sanitation standards in hotels, resorts, and homestays. However, its implementation has hit a roadblock with no state showing interest in adopting it.

Objectives and Target Group:

  • The primary objective of the rating system is to mitigate pollution in water bodies and maintain environmental cleanliness. It targets various hospitality establishments including hotels, lodges, homestays, ‘Dharamshalas,’ and camps equipped with portable toilets. Ratings will be based on adherence to outlined safe sanitation practices.

Launch and Collaboration:

  • Launched in November 2023 by the Union Tourism Ministry in partnership with the Department of Drinking Water and Sanitation, the ranking scheme aimed to foster a culture of cleanliness and sustainability within the hospitality sector.

Implementation Strategy:

  • To facilitate implementation, a three-tiered committee structure has been proposed. This includes a Verification Sub-Committee led by the Sub-Divisional Magistrate for on-ground verification, followed by a District Committee chaired by the District Collector. Finally, a State-level committee, overseen by the Chief Secretary, would provide overarching guidance and coordination.

Challenges Faced:

  • Despite concerted efforts to promote the Swachhata Green Leaf Rating system, no state has yet embraced it. The lack of response from state governments presents a significant hurdle in achieving the system’s objectives.

  • The Swachhata Green Leaf Rating system, envisioned to revolutionize sanitation standards in the hospitality sector, faces challenges due to the absence of state participation. Overcoming these obstacles is crucial to realizing the system’s goal of ensuring world-class hygiene and sanitation practices in hospitality establishments across the country.
