about Global Digital Compact (GDC) : What is Global Digital Compact ?

The Global Digital Compact (GDC) is an initiative proposed by the United Nations to create a shared vision for an open, secure, and inclusive digital future. The proposal, part of the broader “Our Common Agenda” report by UN Secretary-General António Guterres, aims to bring governments, businesses, civil society, and other stakeholders together to establish global principles that govern the digital space.

Key Objectives of the Global Digital Compact:

  1. Universal Connectivity:
    • Ensure that every individual has access to the internet by 2030.
    • Bridge the digital divide, particularly in developing countries and underserved communities.
  2. Data Protection and Privacy:
    • Promote global standards for data privacy and protection.
    • Ensure that the use of personal data is ethical and transparent, with individual rights safeguarded.
  3. Cybersecurity:
    • Develop frameworks for a safer cyberspace, addressing cybercrime, misinformation, and online threats.
    • Encourage cooperation between governments and tech companies to build resilient digital infrastructure.
  4. Digital Inclusion:
    • Ensure equal access to digital technologies regardless of socioeconomic background, gender, or geography.
    • Address issues like digital literacy and the availability of affordable digital tools.
  5. Human Rights in the Digital Age:
    • Protect and uphold human rights online, including freedom of expression, protection from surveillance, and freedom from hate speech or online violence.
    • Regulate emerging technologies like Artificial Intelligence (AI) in a way that prevents misuse.
  6. Governance of Emerging Technologies:
    • Establish ethical guidelines for the development and use of AI, quantum computing, and other frontier technologies.
    • Ensure these technologies are used for the common good and do not deepen inequalities.
  7. Fostering Innovation:
    • Promote innovation and entrepreneurship through the digital space while balancing regulation and freedom.
    • Encourage responsible tech innovation that addresses global challenges, such as climate change, education, and healthcare.
  8. Regulation of Digital Platforms:
    • Encourage accountability and transparency from tech companies, especially large digital platforms.
    • Establish fair practices for content moderation, data use, and the prevention of monopolistic behaviors.

Significance for Countries like India:

For countries like India, the Global Digital Compact is vital as it:

  • Provides an international framework to guide national digital policies.
  • Supports India’s efforts to bridge the digital divide, especially in rural areas.
  • Helps create a more secure cyberspace, crucial for India’s expanding digital economy.
  • Fosters cooperation with global entities to safeguard data and regulate digital platforms that influence billions of users in India.

Challenges:

  • Global Cooperation: Achieving consensus on governance standards can be difficult due to differing national interests.
  • Data Sovereignty: Balancing global standards with national control over data can create friction.
  • Digital Divide: Bridging the gap between developed and developing countries remains a major challenge.

Way Forward:

The Global Digital Compact seeks to build a more equitable, secure, and inclusive digital ecosystem by promoting universal access, upholding human rights, and addressing the ethical challenges posed by new technologies. Global cooperation and multistakeholder engagement are crucial to its success in shaping the digital future.
