Why in News ?  The  Israeli Foreign Minister  has recently said that country has declared United Nations Secretary-General Antonio Guterres persona non grata and banned him from entering Israel.

He said that anyone who cannot condemn Iran’s attack on Israel does not deserve to enter Israel. He said that Guterres has not yet condemned the massacre and sexual atrocities committed by Hamas on October 7. He said that Israel will continue to defend its citizens and uphold its national dignity with or without Guterres.

What  is Persona Non Grata?

It is a Latin term meaning “an unwelcome person.” It is used in diplomatic contexts to describe a foreign diplomat or official who is no longer welcome in the host country.

• The designation of persona non grata can lead to the expulsion of the individual and is one of the most severe actions one country can take in relation to the diplomatic representatives of another country, short of breaking diplomatic relations altogether.

The persona non grata designation is covered under Article 9 of the Vienna Convention on Diplomatic Relations (1961), which allows host countries to declare diplomats unwelcome without providing a reason. Once declared, the diplomat in question must leave the host country or, if they remain, can lose their diplomatic immunity, making them subject to local laws.

About Article 9 of the Vienna Convention on Diplomatic Relations (1961):

• Article 9 of the Vienna Convention on Diplomatic Relations (1961) outlines the process by which a receiving state may declare a diplomat or member of a diplomatic mission persona non grata or otherwise unacceptable.
• The receiving State may, at any time and without having to explain its decision, notify the sending State that the head of the mission or any member of the diplomatic staff of the mission is persona non grata or that any other member of the staff of the mission is not acceptable.
• In any such case, the sending State shall, as appropriate, either recall the person concerned or terminate his functions with the mission. A person may be declared persona non grata or not acceptable before arriving in the territory of the receiving State.
• If the sending State refuses or fails within a reasonable period to carry out its obligations under paragraph 1 of this article, the receiving State may refuse to recognize the person concerned as a member of the mission.

चर्चा में क्यों?  : इज़राइल के विदेश मंत्री ने हाल ही में कहा है कि देश ने संयुक्त राष्ट्र महासचिव एंटोनियो गुटेरेस को पर्सोना नॉन ग्रेटा घोषित कर दिया है और उन्हें इज़राइल में प्रवेश करने से प्रतिबंधित कर दिया है।

पर्सोना नॉन ग्रेटा क्या है?
