  • The central goal of this digital voucher system is to ensure that all political parties, both national and recognized state parties, receive a fair and equitable share of airtime on Doordarshan and Akashvani during campaigning. The scheme is rooted in the Representation of People Act, 1951, with a scheme notified in January 1998 governing the time allotment on public broadcasters.

Allotment Criteria and Predefined Schedule:

  • To achieve equitable distribution, each party is granted a base time on the broadcasting platforms. Additional airtime is allocated based on factors such as past electoral performance, representation in the legislature, and the number of candidates fielded by the party. Furthermore, Prasar Bharati, in collaboration with the Election Commission and party representatives, determines the predetermined schedule for telecasts and broadcasts by authorized party spokespersons.

Regulation and Role of the Apex Committee:

  • Transcripts of party speeches undergo thorough scrutiny to ensure compliance with relevant codes. Prohibited content includes criticism of other countries, attacks on religions or communities, incitement of violence, and personal attacks. Any disagreements regarding the vetted content are referred to an Apex Committee comprising members from Akashvani and Doordarshan. The committee’s decision is considered final.

Significance of Digital Vouchers:

  • The shift to digital airtime vouchers reflects the Election Commission’s commitment to harnessing technology to enhance the electoral process and facilitate convenience for all stakeholders. The elimination of physical collection enables political parties to save time and resources during the election period.

Operational Challenges:

  • Despite the positive intentions of the online system, concerns have been raised. The scheme’s exclusivity to national and recognized state parties has sparked discussions about true equity, as smaller parties may feel disadvantaged. Additionally, potential conflicts of interest arise from the involvement of officials from Akashvani and Doordarshan in the Apex Committee, who may have to review their own decisions in case of disputes with political parties over transcript content.
